| January 8, 2008 Mayor Franks called the meeting to order with Sturtewagen, Gustafson, Curran, and Fulton present. VanKerrebroeck and DeSplinter arrived after the meeting was called to order. Curran, seconded by Fulton, made a motion to approve the minutes of the previous meeting. Motion carried. Sturtewagen, seconded by Gustafson, made a motion to pay the monthly bills. Motion carried. A bill from Dierick's Electric was discussed. They wired the west part of Route 6 so that Christmas lights could be lit. Ameren IP is not charging for the electricity used. Tim Wise gave the police report showing 10 warnings and 4 citations for the months of December and January. The shooting out of village street lights was discussed. This has been going on for over a month. The streets that have been affected are Pritchard Street, Patey Street, South West Street and West South Avenue. There will be extra patrolling of these areas. Ameren has replaced some of the lights. Chief Wise had an all-school assembly to discuss the matter with students. Investigation will be ongoing. Tracy Diehl gave the Economic Development Report. Phone conferences are continuing with IDOT, Shive-Hattery, Patriot Renewable Fuels, and the village. They are very helpful. She continues to get emails from Quad City Development. Rental houses are much needed in the village. Please contact Diehl. The Christmas Lighting winners were: Mr. and Mrs. Charles Malufka, Mr. and Mrs. Keith Carpenter, Mr. and Mrs. Bill Barnes, and Mr. Duane VerKruyse. The winning business was Emma's Bloomers. Honorable mention was given to the Route 6 village lights in memory of Grove Killelea. The Chamber of Commerce will hold its annual meeting on January 26th at Burbon's Place. Reservations are due to Diehl by January 22nd. Mayor Franks nominated Dennis DeRycke to fill the vacancy caused by the untimely death of Trustee Grove Killelea. A voice vote of board members was taken and unanimous approval was given to the appointment. DeRycke will serve until the village elections in 2009, the end of Killelea's term of office. Justine Miller and Janelle Chapman, students from Annawan High School, talked to board members about the Close Up Program they will be attending in Washington, D.C., along with several other high school students. They asked for a donation from the village. Discussion was held. No action was taken. Present at the meeting were Judd Hulting and Gene Griffith of Patriot Renewable Fuels. They told board members about the concern with the cement used in the construction of Patriot Way. Soybeans have caused damage to the cement. The trucking company delivering the rock to the site did not clean their trucks after hauling soybeans. The matter will be taken care of. They wanted board members to know that the street will be a good one once construction is completed. VanKerrebroeck, seconded by Gustafson, made a motion to approve Resolution #32 (A resolution of the Village of Annawan, Henry County, Illinois, to authorize the expenditure of certain eligible redevelopment project costs for the redevelopment project area #1). Motion carried. DeRycke, seconded by Curran, made a motion to approve Resolution #33 (A resolution requesting a permit from the Illinois Dept of Transportation to authorize work by Missman, Stanley and Associates to install water mains across Route 78 at South Avenue and install sanitary sewer force mains across Route 78 at North Meadow Lane. Motion carried. A special meeting with the zoning board and the village attorney will be held to discuss zoning concerns. At that meeting the franchise agreement with Corn Belt Energy will also be discussed. A tentative date of January 16th at 5:30 was set. Curran expressed concern about the parking of semis in the village limits. The zoning rules need to be enforced. A thank you was received from Sue, Dirk, and Kristi Killelea for the money sent towards the memorial for Grove. Also present at the meeting were John Roegiers, Francis Sierens, Mrs. Dennis DeRycke, Mary and Wayne Thompson, and Lori and Jay Wilson.
