Mayor Franks called a special meeting to order with Gustafson, Curran, Fulton, and Heitzler present. Also present at the meeting were Dick VanKerrebroeck and Tim Wise.

2009-2010 Budget
VanKerrebroeck was present to answer questions from board members about the 2009-2010 budget which he had prepared during his term of office as Village Trustee. Discussion was held about administrative, police, streets, water, sewer, garbage and Motor Fuel Tax monies. After discussion Curran, seconded by Gustafson, made a motion to accept the budget as presented. Motion carried. The budget shows receipts of $678,226 without grant monies. Expenditures are shown as $770,764. Mayor Franks reminded board members that the budget acts as a guideline for spending. Any and all methods of cutting expenses will occur if found possible.

2009-2010 Appropriations Ordinance
Curran, seconded by Gustafson, made a motion to approve Ordinance Number 317-the Annual Appropriations Ordinance. The ordinance includes grant monies to be received by the village. A sum of $4,295,452 is hereby declared necessary to defray expenses for administrative, street, accounting, sewer, water, storm drain, park, and motor fuel expenses. A sum of $1,626,976 is hereby declared necessary to defray expenses for police, garbage, audit, working cash, Medicare, social security, unemployment insurance, workman’s comp, IMRF, general and liability insurance, TIF expenditures, and contingency. The total appropriations amount is $5,922,428.

Demolition of Buildings for Progress Parkway
After discussion board members agreed to hire Ratliff Brothers to demolish the buildings necessary for road construction for an approximate cost of $14,000 to $16,000. A garage will be let for bids with the bid letting ending June 26, 2009.

Capitol Improvements Money
Mayor Franks reported that the village will receive $70,000 from Senator Risinger and

Representative Moffitt for Capitol Improvements in the village.

There being no further business Curran, seconded by Gustafson, made a motion to adjourn. Motion carried.
