Regular Meeting
Mayor
Franks called the June meeting to order with Gustafson, Fulton, and Heitzler
present. Also present at the meeting was Don Sierens.
Minutes
Fulton, seconded by Gustafson, made a motion to approve the minutes of the
previous meeting. Motion carried.
Monthly Bills
Fulton, seconded by Gustafson, made a motion to pay the monthly bills.
Motion carried.
Police Report
Board members had a handout from Tim Wise showing 14 citations and 10
warnings for the month.
Economic Development
Tracy Diehl gave the Economic Development Report. Fun Days were a success in
spite of the weather. Diehl has been in contact with the River Bandits
baseball team to see if something can be done to raise money toward the new
concession stand. They will lower the ticket price. Tickets can be sold at
regular price with the proceeds going to the concession stand. After
discussion it was decided to pass the information on to the Baseball
Boosters. They can use the proceeds to buy safety nets which are badly
needed. Diehl reported that a new TIF Administrator from the Village Board
is needed due to the end of Dick VanKerrebroeck’s term of office. Diehl and
the board members are very interested in the Hennepin Canal Renaissance. The
next meeting for the canal is July 15, 2009 at 6:00 at the Best Western
Hotel.
Abilities Plus Request for Money
The request was tabled because so many board members were absent. It will be
on the agenda for the July meeting.
2009 Blacktopping
No decisions were made. This will be discussed at the July board meeting.
Yearly Audit
Fulton suggested that the village put out bids for the audit since the same
auditors have been used for a few years. Mayor Franks said that the audit
has been working out quite well after some years of chaos. After discussion,
Gustafson, seconded by Fulton, made a motion for the auditors from last
year-Blucker, Kneer, and Associates-to conduct this year’s audit. Motion
carried.
Summer Reading Program
Fulton, seconded by Heitzler, made a motion to donate $200 to the
Annawan-Alba Library for use in their summer reading program. Motion
carried.
Ordinance Number 316
Fulton, seconded by Gustafson, made a motion to adopt Ordinance Number 316
(Prevailing Rate of Wages). Motion carried. The ordinance is available for
viewing at the Village Office.
Recapturing Fee
Trustee Fulton questioned if the recapturing fee had been paid by Tony
VanOpdorp and Don Earley for the lots they purchased in the Miller
Subdivision. No fees have been paid. The Village received a letter from Jeff
Farmer with a Freedom of Information Request for work done in Parkview
Estates. The village clerk is working on the request.
Unlicensed Vehicle
Trustee Fulton questioned the whereabouts of the trailer that was moved away
from Howes Street. He thought it had been in storage long enough for the
Village to get bids for selling the trailer. The clerk will call Audie
Sturtewagen to get more information and will report at the next board
meeting.
Job Descriptions/Employee Handbook
Trustee Fulton suggested that board members get together with village
employees to go over job descriptions that were decided on earlier. The
employee handbook has not been adopted. No decision was made.
Special Meeting
A meeting will be held on June 15, 2009, at 6:00 in the Village Hall to
discuss the budget for the 09-10 year and the Tax Appropriations Ordinance.

There being no further business Gustafson, seconded by Fulton, made a motion
to adjourn. Motion carried.
