Regular Board Meeting

December 13, 2011

 

 
 

Attendance

Mayor Franks called the meeting to order with Gustafson, Rico, DeRycke, Fulton and Heitzler present.  Also present at the meeting were Carolyn Miller, Doreen Miller and Trista Miller.

 

Previous Month’s Meeting

Fulton, seconded by DeRycke, made a motion to approve the minutes of the November 9th regular meeting (after amending them to show $75 to part-time employees for Christmas bonus instead of $50) and the November 22nd special meeting.  Motion carried.

 

Treasurer’s Report

Fulton, seconded by Gustafson, made a motion to pay the monthly bills for the General, Tourism, and TIF 2 companies.  Motion carried.  The balance in the General Fund on November 30, 2011, was $295,085.56.  Board members were given a budget report through November 2011.

 

Ordinance 335

DeRycke, seconded by Heitzler, made a motion to adopt the 2011 Tax Levy, payable in 2012.  Motion carried unanimously.  Total taxes levied are $117,896.00.  The Ordinance may be viewed at the Village Hall.

 

Police Protection

The police committee (DeRycke, Franks, Gustafson) met with officials from the Village of Atkinson to find out their proposal for policing the Village of Annawan.  The proposal was at a cost of $63,000 yearly.  The car used would be labeled “Village of Atkinson” and all fines collected would go to the Village of Atkinson.  The board had four options: Henry County ($60,000-$65,000 estimate yearly), Village of Atkinson ($63,000 yearly), Marty Burroughs, part-time police chief ($30,784-$33,280 for 32 hours a week) with part-time police, or a new hire. Gustafson, seconded by DeRycke, made a motion to hire Marty Burroughs, as of January 1, 2012, for four 8-hr. shifts weekly.  Burroughs proposal states that he is requesting no benefits and no compensation for working holidays or participating in court proceedings.  Gustafson, seconded by Rico, made a motion to hire part-time police 6 days a week.  Motion carried.  The board will continue to give attention to hiring a full-time police chief.  Heitzler is in charge of getting a new copy and fax machine for the police department.

 

Update on Drainage Problem at Pleasant View Drive

Gustafson reported that the home owners are not in favor of a ditch.  Because they are in favor of some sort of pipeline to aid the drainage problem board members discussed possibilities.  They think it could be done between lot lines of property owners Vern Carlson and Jerad Heitzler.  There will be a special meeting at 8:00 on Saturday, December 17th, for further discussion.

 

Thank-you Gifts

DeRycke, seconded by Rico, made a motion to give $100 gift certificates to village volunteers Dick VanKerrebroeck (for preparing the budget and tax levy) and Alicia Fulton (for updating the website).  Motion carried.

 

Health Insurance for Retirees

Franks talked to board members about the possibility of paying health insurance for retiring village employees, beginning at the age of 62 and ending at age 65.  The majority of board members were not in favor of doing so.  During the discussion it became evident that job reviews were needed.  A special meeting will be held on Tuesday, December 20th, for that purpose.  The meeting will begin at 5:00.

 

Other Discussion -

Optional energy provider

TIF attorney Kathy Orr had presented the idea of a village ordinance or the possibility of several villages going together for such an ordinance.  Franks will talk to Orr about the wording and the timing of the ordinance.

 

Snow Removal Downtown

Store owners will be responsible for their own snow removal in front of their stores.  Village employees will be responsible for the lower level (in front of old bank, Emma’s Bloomers, Purple Onion and Dotty’s Craft Store).

 

Ordinance for Burn Days

Trista Miller talked to board members about the unfairness of residents being able to burn every day in the village.  Her son has asthma and she can’t find a day for him to be outside in the fall.  She requested an ordinance stating certain days only for burning.  It will be on the agenda for the January meeting.

 

2012 Regional Baseball Tournament

Franks told board members that the girl’s high school regional will be held in Annawan.

 

Liquor License

Discussion was held about businesses holding a liquor license in the village but using liquor at a different location (as for catering, etc.).  The liquor license specifies an exact location.  Franks questioned if the license would be good elsewhere.  No legal opinion has been sought and no action was taken.
