Village of Annawan Regular Board Meeting July 12, 2011

Attendance Mayor Franks called the July meeting to order with Gustafson, Rico, Smith, DeRycke, and Fulton present. Also present at the meeting were Carolyn Miller, Doreen Miller, Kip Spear and an unknown visitor.
Previous Month’s Minutes Fulton, seconded by DeRycke, made a motion to approve the minutes of the June meeting. Motion carried.
Treasurer’s Report Fulton questioned the Ameren IP Bill for the month. He wondered why it wasn’t lower than last year and pointed out that the geothermal heating system was supposed to save us money. The bill is for all meters in the Village, not just the one in North Meadow. Franks said that only those bills should be compared to find out whether or not there is a savings. Fulton again commented on the high fuel bill. Fulton, seconded by Gustafson, made a motion to pay the monthly bills. Motion carried. The balance in the General Fund on June 30, 2010 was $163,083.45. Fulton again suggested that half of the money be put in a CD to prevent spending all the money. The Village clerk and treasurer will check with both banks before the next meeting.
Police Report Tim Wise gave the police report showing 2 citations and 2 warnings for the month. They also assisted the Annawan/Alba Fire Department, the Atkinson Police Department, the Henry County Sherriff’s Office and the IL Conservation Police. There were three call outs for the month.
Kewanee Enterprise Zone Kip Spear, Kewanee City Manager, was present at the meeting to tell board members that 52 more wind turbines will be built north and west of Bishop Hill (second phase). The project requires amending the current Enterprise Zone and also requires the agreement of the Annawan Village Board, the Galva Village Board and the Henry County Board. Board members agreed to adopt the amendment to the Intergovernmental Agreement with the City of Kewanee. Spear thanked board members for their cooperation and good will and said that by doing so the Enterprise Zone would be amended to include any future project in Annawan if possible.
Ordinance 332 Gustafson, seconded by DeRycke, made a motion to adopt Ordinance 332 which will add territory to the Kewanee Enterprise Zone. Motion carried.
TIF Request DeDecker’s Hardware submitted an application for TIF money to help with their extensive remodeling of the former Library building. Board members were given copies of the application and it will be on the agenda for the August meeting. Franks said that Edna Jo’s Hair Salon has issues with the IL Dept. of Transportation so that project is at a standstill.
2011-2012 Budget Dick VanKerrebroeck prepared a budget for board member’s approval. The figures showed a $24,000 deficit. Some changes were made. It was decided to pay off the backhoe loan ($20,671) with TIF money and transfer $12,500 from TIF to General so that there is a 50/50 split between the two companies to pay for the backhoe. The projected cost for utilities (general) is $30,000. Fulton suggested lowering that to show the savings gained by the geothermal heating system. No final figure was given. Fulton also wondered if a police officer is needed on Sunday nights- a savings of $4,000 for the year. There was not agreement among board members on this issue, especially because the bars are open on Sunday nights. He also said that the amount projected for storm drains possibly would not cover the expenses for Pleasant View Drive. Since a new insurance rate hasn’t been set the projections may be wrong. It would be nice to have the health insurance options decided on at the same time as the salaries are set each year, but because of timing it isn’t possible. Salaries go into effect in May. Insurance rates are changed in August. DeRycke, seconded by Smith, made a motion to approve the budget for the 2011-2012 fiscal year (paying off the backhoe with TIF money, reimbursing the administrative revenue $12,500 for previous backhoe payments made, thus paying for the backhoe ½ out of general and ½ out of TIF) (4 ayes, 1 no). The figures for the amended budget with revenues and expenditures will be presented at the August board meeting.
Tentative Plans for New Business in Annawan Ince’s Towing Service is in the process of purchasing the old lumber yard building for the following business operations: retail parts sales, light and heavy duty automotive and truck repair, light and heavy duty towing and recovery, used auto sales and custom welding and fabrication. Mayor Franks and board members are excited about the possibility.
Drainage Problem on Pleasant View Drive Rico reported that the low spot had been surveyed. He said that a six-foot pipe could be put in the ground. First reports showed that the water would just sit there. But other opinions showed that if the pipe went out to Heitzler’s house, even if it was flat, the water would get out there due to pressure. Using a jet truck seemed to help a little. There hasn’t been any good rain since it was jetted so it was hard to tell. Fulton asked if Village employees could do the job. Franks said that we would want to hire a private company. A trencher with a laser would be needed. Franks was going to get in touch with Pat Chapman. Rico suggested a slotted pipe because if a solid one was used we would need a manhole. An estimate of $3,500 was given. Franks asked Fulton to check with Bill Stewart to make sure the utility easement planned to be used is really there and is usable by the Village not just utilities.
Entry Door There are still mixed feelings about what to do with the door replace it or paint it, and no price quotes have been received since the last meeting. Franks will talk to Jerry VanDamme to find out about the prices.
Renting of Community Center Fulton offered to take over the scheduling duties for renting the C/C. This had been done by the librarians for many years. He also offered to go to the C/C to see if it got cleaned after rental. Discussion was held about whether or not the locks should be changed due to the amount of keys being used by residents who go in to use the ice machine without renting the C/C. Fulton said that the ice machine should be used only by people renting the place. Franks said that the machine has to be used in order to keep it in working order. Signs will be put up saying that tables and chairs and ice are to stay in the C/C. The school and/or residents should not be allowed to use those items without first renting the C/C. Fulton suggested renters make two checks - one for rental and one for a cleaning deposit. DeRycke, seconded by Smith, made a motion to raise the rent to $40. Motion carried. Gustafson, seconded by Smith, made a motion to charge $60 for a cleaning deposit. Residents are to call Fulton (945-3596) to rent the C/C. He will decide if the cleaning deposit is returned to the renters.
Village Attorney Fulton was in touch with Attorney Graham Lee of East Moline to ask for a recommendation for a Village attorney for Henry County. His recommendation was Virgil Thurman, the same person recommended by those villages that Tim Wise had been in touch with earlier. Franks will contact Virgil Thurman.
Tree Donation from Fisher’s Nursery There are no trees to be donated at this time, but they will keep the Village in mind when trees are available.
Lights at the Baseball Field A crane was rented. Franks and Village employees fixed the lights as best they could. The original plan to rebolt each light wasn’t a possibility after they got up there because the bolts were bent and couldn’t be removed.
Update on New Community Center None
Update on Spring MFT Work Howes Park Road will be oiled and blacktopped the week of July 18th.

Purchase of Lots in North Meadow Village The purchase price of $3,300 per lot for two lots was accepted by the American Bank. John Corelis of Ruhl and Ruhl sent paperwork for the board to approve. Fulton will contact him for the final details of the purchase.
Other Concerns There was a resident concern about the number of cars parked at Jack Thompson’s residence along Hwy 78. Because there is nothing illegal about the number of cars (there is no ordinance) no action will be taken.
Fulton questioned when Annawan Banking Center would start their permanent building. Franks said that when he asked he was told to talk to Mark Russell (People’s National Bank) and that he would do so.
Fulton also questioned Mike’s Auction having two trailers on the lot. There is an ordinance prohibiting this. Fulton will contact Ryan Carlson, commander of the VFW, and ask him to come to the next board meeting to discuss the matter. The VFW rents the lot to Mike’s Auction.
Franks will contact Bill Stewart to go forward with annexation of property owned by Marty DeDecker.
There is concern about the poor conditions in the area outside the old bank. Tim Wise said he has been in contact with the residents.
Sharon VanKerrebroeck had concerns about the outside of the building: stucco needs to be repaired, entrance doors need to be painted and decent locks installed, some of the rubber edging around the flower beds needs to be replaced. Board members said to get the stucco work done. Franks will contact someone who does that kind of work. The edging will be replaced.
Fulton questioned the work being done by DeDecker’s Hardware in the storage closet on the west side of the building. Franks explained that a mop sink was being installed for use by the janitors and that a smaller water heater is needed. Fulton then questioned the price. The Village clerk will find the estimate and get it to Fulton. Fulton wondered what was wrong with the water heater we had. Franks said that nothing was wrong, but it was a 40-gallon water heater running constantly but seldom used.
Adjourn to Executive Session Fulton, seconded by DeRycke, made a motion to adjourn to executive session for the purpose of discussing health insurance for full time employees and also police salaries. Motion carried.
After Executive Session
Health Insurance Gustafson, seconded by Rico, made a motion to renew health insurance for full time employees using Option 1 (presented at the July board meeting by Marty DeDecker for the Norton Agency). The figures show a 12.2% increase over last year. The total premium will increase by $318.43 monthly. Motion carried. The Village will pay 80% of the monthly premium; the employee will pay 20%.
Salaries As of August 1, 2010, Mark Crosby will receive a yearly salary of $47,000. Tim Wise’s yearly salary will be $42,000. Full time employees are expected to work a 40-hour week and will not receive any overtime pay until hour 46 is reached. Overtime pay, if there is any, will be paid at time and a half. Overtime hours will be for environmental emergencies only.
