Special Board Meeting

Mayor Franks called the special meeting to order with Gustafson, Rico, Smith, DeRycke, Fulton and Heitzler present.  Also present at the meeting were Mark Crosby, Tim Wise, Larry Fronk, Ryan Carlson, and Jay Bridges.

 

TIF Application-DeDecker’s Hardware

There wasn’t enough information in the application for a decision to be made.  Franks will ask them to send in a more precise explanation of their expenses before a decision is made about what TIF Funds to use.

 

Concern about Ordinance Enforcement

Board members talked with Carlson and Bridges, VFW representatives, about the condition of the lot where Mike Baele holds his weekly auctions.  Baele rents the lot and some of the indoor facility from the VFW.  The Village has an ordinance about the number of trailers allowed on one lot.  Baele is over the limit.  Carlson asked for a copy of the ordinance and will talk to Baele.  Tim Wise will get a copy of the ordinance to Carlson.  Franks said that the board is not trying to shut down the auction, just clean up the property and enforce Village ordinances.

 

Salaries of Full-Time Employees

Crosby, Wise and Fronk were present at the meeting to learn about their new salaries and plans to eliminate overtime wages for the three employees and also part time wages for Wise.  The salaries for Crosby and Wise were voted on at the regular July meeting (Crosby-$47,000; Wise-$42000).  Rico, seconded by DeRycke, made a motion to set Fronk’s salary at $29,000.  Motion carried.  This is their new 2011-2012 salary, an increase over the ones voted on in May.  Those employees will now only turn in overtime hours in an environmental emergency-water main break, snow plowing, etc., and the overtime wages will not begin until the 46th hour of each week.  A 40-hour work week is mandatory.  Those employees can use flex-time for such things as mosquito spraying and court cases.  Part-time police hours will now be worked only by part time police.  Holidays worked will be paid at time and a half.  A savings to the Village should occur when these things go into effect on August 1, 2011.

 

Appropriation Ordinance Number 333

DeRycke, seconded by Gustafson, made a motion to adopt Ordinance Number 333 (Annual Appropriations Ordinance for the fiscal year beginning May 1, 2011 and ending April 30, 2012).  Motion carried.  Amounts appropriated are: Administrative-$172,000; Street Expenditures-$533,550; Accounting Expenditures-$13,500; Sewer Expenditures-$365,000; Water Expenditures-$921,750; Storm Drain Expenditures-$17,500; Park Expenditures-$12,300; Motor Fuel Expenditures-$33,320; Police Department-$132,800; Garbage Disposal-$88,200; Audit-$6,500; Working Cash-$5,000; Medicare-$2,935; Social Security-$12,583; Unemployment Insurance-$700; Workman’s Comp-$7000; IMRF-$20,097; General and Liability Insurance-$12,000; TIF Expenditures-$2,145,953.  Total Appropriation for the fiscal year is $4,532,588.

 

Acreage Swap

The Village is planning to swap acreage with Mike Nordstrom (Howes Park area) and will ask Attorney Bill Stewart to handle the paperwork.

 

New Doors

Franks received an estimate of $9,500 to install 42-inch white doors with side panels and crash bars to replace three doors on the building at North Meadow.  The doors also have the white cross bars that match the doors now used.  Board members agreed that new doors are only needed for the front of the building.  A different kind of door is needed for the one by the police office.  Heitzler, seconded by Smith, made a motion to purchase new doors for the two front doors and a new door with a small window for the door by the police office on the north side of the building.  Motion carried.

 

Stucco Repair

Franks contacted the people for the repairs needed but they haven’t returned his call.
