Village of Annawan Regular Board Meeting June 14, 2011

Attendance Mayor Franks called the June meeting to order with Gustafson, Rico, Smith, DeRycke, Fulton and Heitzler present. Also present at the meeting were David Pistorius, Carolyn Miller, Craig and Doreen Miller, Bev and Neal Olinger, Linda Collis, and John VanDeGenachte.
Oath of Office Bill Gustafson was sworn in for his new term as trustee which will expire in 2015.
Previous Month’s Minutes DeRycke, seconded by Gustafson, made a motion to approve the amended minutes of the previous meeting. (One bench in front of the new building was donated by the Kiwanis Club, one by the Henry County Telephone Company). Motion carried.
Treasurer’s Report Fulton questioned the property taxes the Village had to pay to the county. The new property received a 44% exemption for the 2010 tax year. The Village will be 100% exempt for the coming years. Also questioned was the bill from OnGuard Security. There was a $225 charge for labor installation added to the monthly security fee. In May there was a malfunction of the fire alarm. The fire department was called to the building. The phone company said that it was due to work being done on the ceiling tiles. So they charged for repairs. Fulton, seconded by DeRycke, made a motion to pay the monthly bills. Motion carried. The balance in the General Fund on May 31, 2011 was $107,456.93.
Police Report Tim Wise gave the police report showing 13 citations and 5 warnings for the month. Wise did bike patrol for approximately 3 hours. The police also assisted the Henry Co. Sherriff’s Office, the IL State Police, the Annawan Fire Dept., and the police departments of Kewanee and Galesburg. Wise told board members about an ant problem in his office and requested paint and carpet for the office. No action was taken, but the Police Committee will make a decision and get back to Wise.
Bond Information David Pistorius of First Midwest, Inc., in Bloomington gave board members information on the types of bonds available for village use (General Obligation (Property Tax Bonds), Revenue Bonds and Alternate Revenue Source Bonds. He also told of the timeline for purchase of bonds. At this time no bonds are being sought.
Health Insurance for Full Time Employees Marty DeDecker of the Norton Agency gave board members several options for renewing the health insurance. An option will be chosen at the July meeting.
Annexation Ordinance 329 Fulton, seconded by Gustafson, made a motion to adopt Ordinance 329 (Annexing property owned by Mark and Sandy Crosby in Section 10 of Annawan Township (.727 acres). Motion carried. The petition to annex is on file in the office.
Annexation Ordinance 330 Gustafson, seconded by DeRycke, made a motion to adopt Ordinance 330 (Annexing property owned by Mike Nordstrom and Connie Hatzer in Section Three of Annawan Township and Section Thirty-four of Alba Township (59.13 acres). Motion carried. No development of this property is planned as of yet. It will be taxed at the agricultural rate. The petition to annex is on file in the office.
Ordinance 331 Fulton, seconded by Rico, made a motion to adopt Ordinance 331 (Re Prevailing Rate of Wages). Motion carried.
Audit for 2010-2011 Fiscal Year DeRycke, seconded by Gustafson, made a motion to use Blucker, Kneer and Associates to perform the audit. Motion carried.
Budget for 2011-2012 Fiscal Year Fulton questioned if the Village is going to have a budget. Franks said he would call Dick VanKerrebroeck to write the budget.
Entry Doors This item was tabled to the July Meeting due to lack of pricing information. It was noted that the east door to the library doesn’t need to be replaced. It needs to be secured.
Update on New Community Center Fulton reported that there is a meeting scheduled on Monday, June 20, to go through the lumber yard building.
Current Community Center A resident complaint was issued about the lack of cleaning done at the C/C. The renting fee of $25 hasn’t been changed in years. Fulton suggested asking for a higher deposit, some of which would be returned if the C/C was left clean and orderly. DeRycke said we need a contract with dos and don’ts. Franks said it should be signed for each rental. Tables and chairs should not be taken out of the building. They have taken abuse when people do so. A problem would be deciding who would inspect the building after each use. No action was taken.
Resident’s Concern Residents from the Pleasant View Drive and surrounding area attended the board meeting to express concern with the lack of drainage in that area and the problem of standing water. Franks said that he had Larry Fronk use the backhoe to pound the steel tube on the East side (catch basin) down a few inches. They also cleaned the cement around the tube. The water from the north started flowing better. Birkey’s also came down to punch some holes. It still needs to be jetted. Franks thinks that should help. Fulton asked if the Village could trench all the way from Dick VanKerrebroeck’s property to the east side of Pleasant View Drive with a six or eight-inch pipe and connect it to an existing sump. Wancket said the tube under the road at the intersection is too small and probably broken. Rico said there is a Village easement that runs north and south between Heitzler’s and Lucas’s. Residents said that when Mud Creek is high there is always water and that in the past when the creek went down the water drained. That isn’t happening now. The Drainage Committee will meet with Pat Chapman and investigate further to discuss what to do behind the houses. The street problem will start with having the tubes jetted.
MFT Roadwork for 2011 A different estimate was received from Missman Stanley showing blacktopping of the road in Howes Park, not seal coating like the last estimate. Franks said that seal coating had been discussed for other streets for future projects, but that blacktopping was the only option given for the street in Howes Park. The estimated cost is $23,257.70. With engineering fees the total estimate is $25,188.01, so $688.01 of local money would have to be used on top of the MFT money. There will not be any MFT money for sidewalks. Franks said that the plan now is to go around the corner by the ball diamond entrances. He suggested that we shorten that up (about 200 feet, stopping at the first entrance) to avoid using local fund in addition to MFT funds. There are plans for making a handicapped parking area by the concession stand. The sidewalk will be built with Tourism money. Franks told the engineers to forget the sidewalk and concentrate on the street. Board members expressed their concern about Missman Stanley engineers once again making mistakes. Last year mistakes were made and the Village had to pay for them. Heitzler asked if we had other options. Franks said that we definitely do and he would like this to be the last year to work with Missman Stanley on Motor Fuel Tax projects.
New Village Attorney More discussion was held about whether or not to ask Virgil Thurman to be the new attorney. Fulton said he will contact Graham Lee in East Moline to get a recommendation for someone from Henry County.
Tree Donation Board members questioned the status of the offer from Fisher’s Nursery to donate trees to the Village. Franks has not been able to get in contact with them. He will try again.
Fireworks Donation Fulton questioned where the money went ($5) since it wasn’t listed in the Cash Account Register. The Village clerk reported that it went in Petty Cash (to pay for postage, etc.). Fulton said that he thought we could get more donations for the fireworks. DeRycke and other board members commented on the impressive fireworks display and thanked Fulton for his work in arranging for the fireworks.
Lift Stations Mississippi Valley Pump has started working to bring all controls above ground for the two lift stations.
Lights on the Ball Diamonds Plans are still the same for repairing them, but bad weather has prevented any work.
