Village of Annawan

Special Board Meeting

November 22, 2011

Mayor Franks called a special meeting to order with Gustafson, Rico, Smith, DeRycke, Fulton, and Heitzler present. Also present at the meeting was Tim Wise.  The purpose of the meeting was to discuss options for police protection in the Village after Chief Wise’s resignation effective November 30, 2011.

One option is to hire the County on a yearly contract basis.  Board members were given handouts supplied by Henry County to show contracts the County has with the villages of Orion and Cambridge.  Annawan would tell them what days coverage is needed and the County would make up the monthly schedule.  The Village would have to supply a car, fuel and equipment.  A phone conference with Henry County Sheriff Jim Padilla and board members enabled answers to any questions the board members had. Padilla estimated a yearly cost of $60,000 to $65,000 for the Village.  One deputy would be assigned for 40 hours a week-the same person for all 40 hours.  The job would be posted and would have to be filled according to seniority (union contract rules).  Padilla said he will call the mayor with a more exact dollar amount after talking to his secretary the next day.

Another option is to coop with the Village of Atkinson.  Their board is willing to meet with the Annawan board to map out the venture.  So far no talks have occurred.

The third option was presented by retired policeman Marty Burroughs.  He presented a part-time Police Chief proposal with a yearly salary of $30,100-$33,300, 32 hours a week.  Any overtime work, call outs or follow up investigations, meetings, court appearances and training would be on his time.  He isn’t asking for any benefits-vacation, medical, dental, sick leave, pension, holidays or court proceedings.

Wise offered to ask his new police chief if he could work overtime hours in Annawan so that he could help out the situation.  His goal is to see that the police department in Annawan maintains its current good status.  He and his family will continue to live in Annawan.  The board expressed their appreciation for the job Wise has done.

No decision was made.  It will be on the agenda for the December board meeting.
