Regular Board Meeting

September 13, 2011

 

 

 
 

Attendance

Mayor Franks called the meeting to order with Gustafson, Rico, Smith, DeRycke, Fulton and Heitzler present.  Also present at the meeting were Doreen Miller and Ted VanHyfte.

 

Previous Month’s Minutes

Gustafson, seconded by DeRycke, made a motion to approve the minutes of the previous meeting after amending them to show that without exception the tables and chairs cannot be removed from the Community Center.  Motion carried.

 

Treasurer’s Report

DeRycke, seconded by Rico, made a motion to pay the monthly bills.  Motion carried.  The balance in the General Fund on August 31, 2011 was $204,270.30.

 

Police Report

Board members received a written report from Chief Wise showing 7 citations and 7 warnings for the month.  In addition they assisted the Annawan Fire Dept., Atkinson PD, Kewanee PD, Henry County Sheriff’s Office and the Illinois State Police, District 7.

 

Booster Club Presentation

Ted VanHyfte spoke to board members about the possibility of making a 4th baseball diamond in the SW corner of the baseball area in Howes Park.  He said that with the 4th diamond and tweaks to the existing diamonds the possibility of hosting tournaments in the Village would be very promising.  These tournaments would not just be for high schools.  They could be for ASA, youth baseball, etc.  Ted and Kennard are involved in tournaments of this kind through their families.  They see firsthand how many people are brought into a town at tournament time and can see benefits for businesses as well as making the Village of Annawan stand out as a community in which to live.  The cost of the new diamond is estimated to be $80,000.  The Booster Club is ready to donate $25,000 and it is believed that more donations could be found.  With an estimated 12 tournaments held during the year the Village could see an income of $48,000 per year.  VanHyfte conveyed the wishes of the Booster Club and hoped that the Village would look into the possibility of a 4th diamond.  Plans are in the very beginning stages, the figures are only estimates and the board said they would do more research.

 

Resolution 47

DeRycke, seconded by Gustafson, made a motion to adopt Resolution 47.  This resolution spells out the number of signatures and the names needed to access the Village accounts.  Motion carried.

 

TIF Application from Ince’s Towing, Inc.

Board members were given an application for TIF monies.  It was tabled to the October meeting to allow more time for board members to study the figures.

 

Drainage Problem on Pleasant View Drive

Attorney William Stewart reported to board member Fulton that there are no easements in the area.  Contact will be made with the residents involved and upon their agreement an easement will be set so that a drainage pipe can be extended to the north.  This will hopefully help the drainage problem.

 

Update on Employee Handbook

Tabled.

 

Update on Compliance with Trailer Ordinance

The resident has been given the ordinance and it is hoped that compliance will happen by October 1st.

 

Purchase of lots in North Meadow Village

Fulton reported that the purchase has not been completed.  The bank wants to change the location of the lots to be purchased and Fulton doesn’t think it’s in the best interests of the Village to do so.  Board members agreed and told Fulton to contact John Corelis of Ruhl and Ruhl.

 

Resident Concern

Boo Gustafson asked what would be done to his grass after the water department had to dig it up to fix a broken pipe under Rt. 6.  Andy Anderson will be contacted to find out the best method.  Andy will also be contacted concerning the property behind Roger Fulton after digging occurred when Mark Crosby’s property was hooked up to the Village sewer lines.

 

Bathroom Fixtures

Village employees will inspect the bathroom fixtures in the Community Center to see what needs to be done to fix them.

 

Halloween Hours

Halloween hours in the Village will be on October 30, 2011 from 4:00 PM to 7:00 PM.

 

Possible New Village Position

Heitzler, DeRycke, and Rico will interview a candidate to possibly fill a part-time job position needed in the accounting department.

 

Thank You

A thank you was read from Sharon Sturtewagen concerning the great job done by Mark Crosby, water superintendent, when she needed help with a water leak.  Sturtewagen wanted the board to know that Mark goes above and beyond his responsibilities.  Board members commended Mark.
