December 9, 2008                                                                  Regular Meeting

Mayor Franks called the December meeting to order with Sturtewagen, Gustafson, Curran, Fulton and VanKerrebroeck present. Also present at the meeting were Don Sierens and Ellen DeRycke.

Minutes
Curran, seconded by Fulton, made a motion to approve the minutes of the previous meeting. Motion carried.

Monthly Bills
After discussion of the bill from DeDecker’s Hardware for concession stand expenses, Gustafson, seconded by Curran, made a motion to pay the monthly bills. Motion carried.

Police Report
Tim Wise gave the police report showing 7 citations and 5 warnings for the month. He gave board members information about the sick time policy used in Cambridge and Geneseo. No action was taken.

Economic Development Report
There was no Economic Development Report.

Update from Shive-Hattery
Board members received an email report from Marti Ahlgren showing that land acquisition was not certified in time for a 01-21-09 letting. If ROW is certified by 1-21-09 the bid date will be 3-6-09. Land acquisition has been completed for the Bank of Illinois, People’s National Bank, Larry Colo, and Robert and Barbara Norton. Negotiations are still ongoing with Mel Saad and James Wildemuth. The construction drawings have been approved by IDOT.

Update on New Concession Stand
Curran has been in touch with Charlie Farmer. There is still no number on the cost of the building. There is some concern that the building won’t be ready when needed, but things are progressing.

Safety Workshops
Blaine Kurth, of IMLRMA, will be coming to the January board meeting to discuss safety concerns in the village.

New Employee Handbook and Job Descriptions
Discussion was held, but due to the need of more information, both matters were tabled for the January meeting.

New Dump Truck
With the kind of winter ahead and a new village street (Patriot Way) to plow, a new truck is a necessity. Discussion was held on the need for a new dump truck this year or waiting until next year. Gustafson, seconded by Curran, made a motion to purchase a truck from Prairie/Archway International Trucks, at a cost of$105,000.00. The village will make a downpayment of $50,000.00 from T.I.F. funds. The money can be used for this purpose according to Attorney Kathleen Orr.  A loan will be taken out at BankORION for the remainder. The loan will be spread over 5 years. Motion carried with a voice vote.  (Sturtewagen, Gustafson, Curran-aye; Fulton, VanKerrebroeck-no). This truck was picked because it can be available in the middle of January, 2009.

North Meadow Village
Board members looked at preliminary drawings for the “North Meadow Village Subdivision”. Bob Westfall is in negotiations to buy the property. The board will have to decide on zoning variances, off street parking, etc. The zoning board will have to meet first and make recommendations.

Country Meadow Subdivision
Drawings were also presented for a new business subdivision on property located from along Interstate 80. The subdivision will be approximately 24 acres. The property is owned by the Bank of Illinois. No action was taken until the zoning committee makes recommendations.

There being no further business, Gustafson, seconded by Curran, made a motion to adjourn. Motion carried.
