May 13, 2008                                                                            Regular Meeting

Mayor Franks called the May meeting to order with Sturtewagen, Gustafson, Curran, DeRycke, Fulton, and VanKerrebroeck present. Also at the meeting were Ellen DeRycke, Francis Sierens, and John Arthur Rosenow.

Minutes

VanKerrebroeck, seconded by Sturtewagen, made a motion to approve the minutes of the previous meeting. Motion carried.

Monthly Bills

Gustafson, seconded by DeRycke, made a motion to pay the monthly bills. Motion carried.

Police Report

Tim Wise gave the police report showing 10 citations and 13 warnings for the month. Wise attended training in Media Relations. 3 junk cars have been repaired or removed. Wise gave board members a salary survey for their use in setting police salaries for the 2008-2009 year.

Economic Development

Tracy Diehl gave the economic development report. She said that the Annawan Banking Center now has waste bags and tags for sale. Compost is for sale by the village. The cost is $25 per bucket load. Diehl met with members of the Annawan-Alba Woman’s Club. She showed them the latest drawing for the proposed new community center. They offered a few suggestions: more room for the food pantry, an overhang with seating area, etc. Diehl has been working on the EPA grant. She reported that preparations for Fun Days in June are going well. Some of the activities will include: car show, bean bag tournament, pie auction, rolle bolle, etc. There will be a ribbon cutting and Grand Opening of the new Best Western Annawan Inn and banquet center on May 29th.

Old Business

Update from Shive-Hattery

Mayor Franks gave the update. We are still waiting for Phase One approval. Shive-Hattery has begun work on Phase Two so that they can get started with land acquisition as soon as they get the approval for Phase One. They are hoping for a date of May 23.

Concession Stand Update

Curran reported that he met with Charlie Farmer to firm up plans.

Resident Request

John Arthur Rosenow was present at the meeting to find out from board members their decision concerning his putting up flags in front of his business. The board did not grant approval.

Lawn Mower

Sturtewagen, seconded by DeRycke, made a motion to buy a lawn mower from Hatzer-Nordstrom. The mower is a new Exmark and will be used by Wilburn Barnes for mowing village property. Approximate cost of the mower is $7850.00.

Resolutions

VanKerrebroeck, seconded by Gustafson, made a motion to adopt Resolution 38. Motion carried. The resolution grants two zoning variances which were recommended to be passed by the zoning board. They made the recommendation after a public hearing held earlier at village hall. They heard no comments against the variances from the public. 220 and 221 Howes Street were constructed on one lot. Howard and Howard Attorneys requested the variances so that each house could be sold separately and be on its own lot. A bill for $300 will be sent to the attorneys as per village code.

VanKerrebroeck, seconded by Curran, made a motion to adopt Resolution 39 (2008 MFT Street Maintenance). Motion carried. This resolution will allow the village to spend $37,000.00 of Motor Fuel Tax money to repair streets in the village. Pritchard Street, from South State Street to Baker Street and West South Avenue, from 406 West South Avenue to Tamaroa Trail will be repaired. The blacktop on Pritchard Street may need to be tilled prior to new blacktopping. If so that will be paid out of the general fund. VanKerrebroeck will check with the county to find out a starting date and also check on chip and oil for Farmer Drive, which is in need of repair. This too would be paid for out of the general fund.

He will bring the information to the next board meeting. Missman, Stanley and Associates may do a new zoning map for the village at no cost.

Ordinance

VanKerrebroeck, seconded by Gustafson, made a motion to adopt Ordinance No. 305 (An ordinance granting a request for variance to Bank of Illinois for 220 & 221 Howes St., Annawan, Illinois. Motion carried.

Pleasant View Drive

Sturtewagen, seconded by Curran, made a motion to accept a bid from Mapes Asphalt Services to repair Pleasant View Drive. Motion carried. The bid is of approximately $2768.00 is for crack repair. It will be paid for out of the general fund.

Hotel Tax

Mayor Franks reported that Henry County has made a proposal concerning the hotel tax in the village. They would collect a 5% tax and reimburse the village for 2½%. More information is needed. No action was taken. It will on the agenda for the June board meeting.

Banners

VanKerrebroeck ordered banners for Fun Days. The cost of the 4 banners will be $160 and will be paid for by a donation from the Annawan-Alba Woman’s Club.

Village Attorney

William Stewart, current village attorney, has faithfully served the Village of Annawan for many years, but due to traveling and limited time spent in his law practice is no longer available to perform these services on a consistent basis for the village. So there is a need for a new attorney. DeRycke, seconded by Gustafson, made a motion to remove William Stewart as village attorney. Motion carried. The village uses many attorneys, each one qualified in a certain area. Mr. Stewart will still be used if needed, just not as Village Attorney. VanKerrebroeck will get in touch with Scott Smith. He has TIF experience and can help with the yearly report. He will charge $120-$130 per hour for his services.

Letter of Apology

No action had been taken on sending a letter to Arden and Regina Williams concerning the trailer parked on W. North Avenue. Board members read the letter again and signed it. The letter invites the Williams to come at 6:00 before the next board meeting for more discussion. There is an abandoned trailer on Howes Street. No one is claiming ownership. Sturtewagen is going to see about selling the trailer for the village.

New Signs

Curran noted the need for new signs in the village pointing to Howes Park. He saw a school bus pull into North Meadow Village. The driver thought that was the way to the park. Board members agreed with the need for 4 signs. Curran will work with Mark Crosby to see that they are put up.

Railroad Easement

Mayor Franks discussed the railroad easement agreement with Hawkeye Land Management entered in September of 2007. It is necessary to bore under the new Rt. 6/Patriot Way intersection for electrical lines. Hawkeye Land Management is trying to charge the village $5000 for the right to do so. Attorneys have been consulted and told Franks we don’t owe them any money.

Lights on Farmer Drive

DeRycke reported that six street lights were shot out on Farmer Drive. Franks said there is alos one on Tamaroa Trail. Chief Wise is to call Ameren IP to report the problem.

2008-2009 Budget

VanKerrebroeck passed out materials for board members to study and asked that all committees meet to make preliminary figures for the budget and get them to him before the next board meeting.

New Business

Donations

A request from Henry County Youth Services Bureau for a donation was denied.

Sturtewagen, seconded by Curran, made a motion to donate $200.00 to the summer reading program at the Annawan library. Motion carried.

$100 will be to the Annawan-Alba Rescue Squad in memory of Betty Atwell. Betty served as Village Clerk for 25 years.

Tree and Stump Removal from Village Property

Curran, seconded by DeRycke made a motion to pay Blue Jay Lawn Service for removing a tree stump at 408 W. Second Street. Motion carried. 5 ayes-1 no.

Fulton will see about removal of 2 tree stumps at 309 W. South Street.

Suggestion from Zoning Chairman

Village should require a property survey whenever a property transfer occurs. It would be paid for by the owner or buyer. This would prevent any problems that might occur later. It would save zoning board costs and legal fees. The matter will be given further consideration and be tabled until a village attorney is consulted.

Award for the Water Superintendent

Mayor Franks noted that Mark Crosby has received an award for excellent water quality. This is the 13th year in a row for the award. Board members want to congratulate Crosby on a job well done.

Gustafson, seconded by Curran, made a motion to adjourn to executive session to discuss salaries for the 2008-2009 fiscal year. Motion carried.

Executive Session

Salaries were set as follows:

Tim Wise-$33,675; Mark Crosby-$39,443; Larry Fronk-$26,888; Wise, Crosby and Fronk will pay 20% of their Health Insurance.

Wilburn Barnes-$11/hour; Marilyn Verdick-$13,25/hour; Julie DeSplinter-$14.00/hour; Tracy Diehl-10 hours per week at $11.00/hour; Glenn Hampton, Chad Baze-$12.50/hour; Kelan Wells, Jon Hornback-$12.40/hour.

Building Inspector-$20/00/Building Permit and $10.00/Inspection. Out of town mileage will be paid at state rate.

Zoning Chairman-$40/meeting; Zoning Trustees-$20/meeting; Village Trustees-$40/meeting.

VanKerrebroeck, seconded by Gustafson, made a motion to adjourn the executive session. Motion carried.

There being no further business, VanKerrebroeck, seconded by Gustafson, made a motion to adjourn the village board meeting. Motion carried.
