Mayor Franks called the April meeting to order with Sturtewagen, Gustafson,
Curran, Killelea, Fulton and VanKerrebroeck present. Killelea, seconded by
Curran, made a motion to accept the minutes of the previous meeting. Motion
carried.

Gustafson, seconded by Killelea, made a motion to pay the monthly bills.
Motion carried.

Tim Wise gave the police report showing 8 warnings and 4 citations for the
month. Curran asked that Wise take care of slowing the traffic on Pritchard
Street with the safety of the children in mind. Wise agreed to do so.

Tracy Diehl gave the economic development report. The work on the bonds for
Patriot Renewable Fuels is completely finished. There is still no word on
the EDP grant. Even though a grant was not received for engineering work on
a new community center, work will go on in that endeavor. The application
for receiving TIF funds is being worked on.

Dave Tallman and Mark Harpole of Shive-Hattery were present at the meeting
with an update on the extension of Lathrop Street. They gave board members a
new time line for completion of the street. Several things are still waiting
state approval. It seems that nothing can be done to hurry that process
along.

Gustafson offered to help Killelea continue with the project of getting new
street signs for the village.

Killelea, seconded by Curran, made a motion to adopt Resolution 26 (use
$500,000 of Motor Fuel Tax money for blacktopping, etc. in 2007). Motion
carried. At this time the funds will be used for Patey Street and Park View
Drive.

The shingles will be delivered on April 27th for the Howes Park Shelter
House. Shingling will be done on April 28th. Volunteers are needed.

Killelea, seconded by Gustafson, made a motion to adopt Ordinance No. 287
(An ordinance annexing certain territory to the Village of Annawan, Henry
County, Illinois). Motion carried. The approximately 9 acres is owned by
Patriot Renewable Fuels.

Gustafson, seconded by Sturtewagen, made a motion to adopt Ordinance No. 288
(An ordinance for the Village of Annawan, Henry County, Illinois, to set a
date for and to approve a public notice of a public hearing for the proposed
annexation to the Tax Increment Financing Redevelopment Plan and Project).
Motion carried. The public hearing will be held at the village hall on May
29th at 6:30.

Killelea, seconded by Gustafson, made a motion to adopt Resolution 27(Close
Route 6 from 4:00 Saturday, June 2, 2007 until 4:00 Sunday, June 3rd for
Annawan Fun Days). Motion carried.

Killelea, seconded by VanKerrebroeck, made a motion to adopt Resolution 28
(Forgive transfers between companies). Motion carried.

Killelea, seconded by Curran, made a motion to adopt Ordinance No. 289 (an
ordinance amending Title 8, Chapter 1, Section B-1-9, of the Village Code of
Annawan, Illinois).

Motion carried. Monthly garbage rates will be $13.00 instead of $8.00,
effective May 1, 2007.

Curran, seconded by Killelea, made a motion to adopt Ordinance No. 290 (an
ordinance amending Title 8, Chapter 1, Section 4-1B-2, of the Village Code
of Annawan, Illinois). Motion carried. Monthly water rates will be $11.50
instead of $10.00 for the first 2000 gallons of water used and $2.50 instead
of $2.00 for every 1000 gallons after that, effective May 1, 2007.

Liquor licenses approved for 2007-2008 were: Annawan Hometown Market,
Annawan Mobil, Inc., Jaswal Petroleum, Inc., and the Phoenix Bar and Grill.

Discussion was held about the money received from the bonds. It was decided
to put the money where the most interest would be given. The money will be
used for the village's share of the extension of Lathrop Street and will not
be needed for some time.

Curran, seconded by Sturtewagen, made a motion to donate $50.00 to the Henry
County Youth Services Bureau. Motion carried.

The board agreed with Curran's suggestion to protect the soccer and baseball
fields with poles and wires. Signs will be placed by the rolle bolle courts
to prohibit vehicles in that area.

Village-wide garage sales will be held May 11-12.

Also present at the meeting were Judd Hulting and Jolene Sierens.

There being no further business Killelea, seconded by Gustafson, made a
motion to adjourn. Motion carried.
